I don't disagree with this, but I don't really understand it either.
Public holidays here atract "double demerit points" should you be found infringing speed restrictions, or not wearing a seatbelt. The advert that just played on the TV made it quite clear that either offence would result in half your points being chalked up. You're responsible for your passengers, so two occupants not belted means you lose your license.
What confuses me is that in general the standard of driving here is heaps worse than in the UK. This could be solved by not equipping "average" family cars with 5.0 litre V8 engines (though the relentless increase in gas prices may deal to those), but instead there is an arbitrary approach to doubling up penalties on public holidays rather doing the enforcement thing on a more regular basis.
